Terms of Reference:

Under the overall supervision of the KGZ/I75 Project Coordinator and direct supervision of the KYR/G64 Project Coordinator, the incumbent will:

  • Provide administrative and financial support and advice to Project Management of both projects;

  • Provide assistance to project Management of both projects in preparing project workplans, budget proposals, procurement plans;

  • Work with Project Management to ensure best use of resources to meet projects€™ objectives and to ensure continual smooth operations of Kyrgyz Project Office;

  • Develop and maintain sound financial practices within approved budget;

  • Assist Project Management in monitoring equipment supply and expenditures for both projects;

  • Assist Project Management in organization of study tours, training, seminars and workshops under both projects;

  • Liaise with ROCA Finance Section and local UNDP Administrative Sections with regard to financial transactions and payments in both projects;

  • Ensure all requests for advances and expenditures under the projects are made timely and properly;

  • Provide assistance to Project Management on budget revisions for both projects;

  • Maintain up-to-date financial records on both projects;

  • Prepare and submit monthly forecast reports to Project Management for both projects;

  • Maintain duplicate records for all expenditures in both projects;

  • Ensure that all filing and paperwork are submitted in a timely fashion to assure consistent operation of Kyrgyz Project-Office;

  • Ensure HR issues are handled in line with UN rules;

  • Advise Project Coordinators and NPO on application of contracting modalities (SSA, SC);

  • Contribute to development of the Terms of References; search for potential candidates for project positions through external and internal advertisement, facilitate short-listing of qualified candidates;

  • Prepare offers for contracts / amendments to selected interview candidates;

  • Maintain a monitoring system for expiration of contracts and submits these to the UNDP CO HR Unit;

  • Assist Project Management in supervising caterer, cleaner, handy-man, drivers, and guards; ensuring their TORs are maintained current and job responsibilities have been effectively communicated;

  • With Project Coordinators, conduct regular performance evaluations of the above staff;

  • Authorize and distribute payroll and other financial transactions;

  • Act as Office Cash Custodian, keeping keys to safe(s) secure;

  • Ensure procurement is conducted in line with UN rules and regulations;

  • Replenish projects€™ supplies, prepare purchase orders for the procurement of equipment under projects, support procurement process and related activities;

  • Maintain inventory of office property under both projects;

  • Provide administrative, financial and logistical assistance and expert advice to visiting missions;

  • Provide administrative and financial advice and assistance when necessary to UNODC Regional and Global projects with activities in the Kyrgyz Repbulic;

  • Translate and interpret when necessary;

  • Liaise with the Landlady on all issues with respect to proper maintaining of rented property and payment for utilities;

  • Fulfill any other duties as assigned by Project Management in his/her area of substantive competence.

Background:

The incumbent should have a Master degree in a relevant field; s/he must have 5-10 years of relevant work experience €“ preferably in international development agencies; computer literacy; fluency in written and spoken English and Russian with knowledge of Kyrgyz an asset; excellent communication skills a prerequisite as is a teamwork orientation; excellent written and verbal communication skills; good organizational skills and attention to detail; ability to work in a changing and multicultural environment a must.
