Terms of Reference:

Notwithstanding a number of researches and surveys on gender issues and empowerment of women, including those produced by UN Agencies, a significant information gaps are noted. Those gaps need to be addressed if the policy directions and programs identified in the Country Development Strategy are to be effectively targeted as priority areas of need. Moreover, such data will be critical to monitoring many of the MDGs and targets, particularly in the gender equality area.

The Country Gender Assessment will identify existing gender inequalities and inequities that need to be addressed within the policy directions and programs of the Country Development Strategy and that should be integrated in the process of monitoring MDGs, Beijing Platform of Actions, CEDAW and etc. It would also identify relevant information gaps.

In addition to continued improvements in the annual compendiums of gender disaggregated statistics “Women and Men of the Kyrgyz Republic” produced by the National Statistical Committee, additional (and possibly regular) analysis in the area of gender equality need to be undertaken, both to verify the progress achieved and to target specific areas of gender concern.

The group of local consultants under the leadership/supervision of the UN Gender Theme Group will develop the methodology and the scope of indicators for annual assessment of the progress the country makes in achieving the gender equality. The set of indicators will be prioritized by the members of GTG with consideration of the statistical gaps and the mandates of the UN Agencies.

Functions

Under supervision of the Gender Theme Group Chairperson/UN Gender Advisor the local experts will fulfill the following functions:

  1. Develop the draft methodology for gender assessment;

  2. In cooperation with GTG members identify the priority areas and key gender indicators to be tracked on annual basis (MDGs, CEDAW, Beijing Platform of Actions, Country Development Strategy & etc.);

  3. Study the available statistical and analytical resources, programs & etc. to identify the information gaps (based on Country Development Strategy, Joint Country Support Strategy, Beijing Platform for Actions, CEDAW & etc.);

  4. Conduct a round table meeting with the potential government and civil society partners to present the methodology and priority areas of assessment;

  5. Provide recommendations in establishment of the mechanisms for regular exchange of information with the National Statistical Committee, ministries, agencies and the other subjects of data collection and analysis;

  6. Collect and process the gathered data;

  7. Make a sound analysis of the results and findings;

  8. Elaborate the scope of recommendations as per developed methodology;

  9. Conduct a presentation of the draft Country Gender Assessment 2007 to UNCT and GTG;

  10. Prepare the Country Gender Assessment 2007 for publication;

  11. Constantly communicate with the GTG chairperson/UN Gender Advisor.

KEY RESULTS/OUTPUTS EXPECTED/PAYMENT SCHEDULE
  1. Key results:

    • methodology for gender assessment developed;

    • gender information gaps and the key gender indicators for assessment identified;

    • round table meeting with the potential government and civil society partners conducted;

    • recommendations for establishment of the mechanisms for regular exchange of information with the National Statistical Committee, ministries, agencies and the other subjects of data collection and analysis established;

    • gathered data collected and processed;

    • sound analysis of the results and findings made;

    • recommendations developed;

    • presentation of the draft Country Gender Assessment 2007 to UNCT and GTG made;

    • Country Gender Assessment 2007 prepared for publication.

  2. Payment schedule: the payment will be provided lump sum upon submission of the final report to the GTG Chairperson /UN Gender Advisor approval of the work done by UN RC. The remuneration will be fixed based on UN salary scale with consideration of the candidate’s experience, competence and etc.

Background:
Education:

Graduate/Post graduate degree in social sciences, economics, international law, development studies, and/or gender studies, or similar

Experience:
  • Three to five years of relevant professional experience with gender, development issues and/or human rights;

  • Experience in gender analysis;

  • Experience of work with governmental bodies as well as civil society organizations on the advancement of women and equal rights issues;

  • Strong analytical, writing and communication skills;

  • A number of publications on gender issues;

  • Good computer skills.

Language Requirements:

Excellent drafting and communication skills in Russian (knowledge of Kyrgyz and English is advantage)
