UNDP is the UN's global development network and assists programme countries to build and share solutions to the challenges of globalization and human development.
UNDP Poverty Reduction Programme provides technical assistance and support for the Millennium Development Goals (MDGs) profound implementation in the Kyrgyz Republic at the policy level and small and medium business development as one of the efficient tools for poverty reduction at the grass root level. To support the activities Poverty reduction progamme manages 7 regional offices and acts as a hub for local knowledge management activities.
Capacity development is critical for achievement of the Millennium Development Goals (MDGs), and more generally, long-term economic and societal development.
The Capacity Development Component Coordinator will work under the direct supervision of Programme Manager. He/she will liaise and closely collaborate with stakeholders, beneficiaries and regional specialists.
Summary of key functions:
Programme and Promotion
Implementation support, Monitoring and Evaluation
Knowledge Exchange, Networking and Partnership
Promote sound capacity building planning and development
Ensure that Programme activities respond to beneficiaries demand through comprehensive regular capacity assessment, analysis of the results, and design of various capacity development strategies (including program consultations) with engagement of multiple stakeholders, resource identification and costing as appropriate.
Provide technical support and guidance to Project Management Unit and field staff as required by Manager in capacity development at the national and local levels
Participate in the Programme resource mobilisation
Facilitate regular capacity assessment exercises
Provide technical backstopping and management
Facilitate partnerships for investments in , and implementation of, capacity development strategies at local levels
Liaise with CO, fielding monitoring missions, commenting of concept notes, TORs, proposals, project documents, etc.
Maintain monitoring system to track the progress made within the programme activities and other capacity development focused initiatives, and measure the impact of capacity development strategies
Conduct analysis and application of capacity indicators and measures, based on international norms and standards (where such exists) and empirical evidence
Facilitate capacity development learning, knowledge management and networking
Coordinate and support the analysis of case evidence; methodology development; knowledge products on capacity development applications.
Coordinate knowledge sharing workshops and participate proactively in other relevant initiatives
Conduct analysis; prepare reports and position papers on capacity development initiatives.
Conduct collection of best practices and surveys stories
Masters or higher level university degree in development studies, humanitarian and social sciences or other related fields.
At least 5 years of substantive experience and in depth knowledge of capacity development at national and local levels.
At least 3 years of extensive experience of working with development organizations.
Working experience with donor community and development organizations.
Fluency in English and Russian. Knowledge of Kyrgyz would be an asset
Excellent analytical, writing and communication skills
Ability to perform a variety of specialized tasks related to Programme development, including support to design, planning and implementation of activities, managing data and reporting
Ability to provide input to business processes re-engineering, implementation of new system, including new IT based systems (i.e. – capacity data base)
Sound IT literacy
Familiarity with UNDP activities in Kyrgyzstan
