UNDP LOCAL GOVERNANCE PROGRAMME

UNDP Decentralization Programme’s partners at the local level are taking a lead on replication of programme experience in non pilot Ayil Okmotus using their own financial resources from local budgets and involving programme’s National UNVs as national experts in the area of the Social Mobilization, Participatory Planning, Local Self-Governance and Decentralization. The seminar on "Social Mobilization, Planning and Decentralization" for the heads of non pilot AOs, heads of rayon departments, and specialists of Ayil Okmotus held on 25 January in Suzak rayon of Jalal-Abad oblast and organized by Akim of Suzak Rayon, can be cited as an example of this initiative.

Decentralization Programme's approach on social mobilization is being successfully used by other organizations working at the grass-roots level. 25-26 January a two-days study visit to Suzak and Kysyl-Tuu pilot Ayil Okmotus, Jalal-Abad oblast was organized for three representatives of CAMP (Central Asian Mountains Programme), working in the mountainous villages and financed by the Swiss Development Office. A team from CAMP met with the members of seven CBOs, visited Micro Capital Grants Projects, Arab Gulf Fund projects and had useful discussions with National UNVs, local authorities and community people. After the visit they were very much impressed by the results of programme. As the result of the visit it was agreed with representatives of CAMP that CBO members of Decentralization Programme would be involved in various training programmes of CAMP.

UNDP SOCIAL GOVERNANCE PROGRAMME

Seminars on Gender Analysis and Planning for animators of Poverty Alleviation Programme conducted. The series of Gender Analysis and Planning seminars has started since 21 January 2002 for animators working within the Poverty Alleviation Programme in all seven oblasts. The objective of the gender training activity is to increase understanding of gender issues and build capacity of animators working within the Poverty Alleviation Programme for integrating gender aspects during social mobilisation of poor target communities. Last week the trainings in Osh and Jalal-Abad were organised by Gender component of the UNDP Social Governance Programme in collaboration with the field offices and UNVs.

As a result of the training activities the animators have demonstrated increased understanding of key gender definitions and of gender dimensions of poverty, and as a practical output, they have developed individual Action Plans to enhance integration of gender approaches into Poverty Alleviation Programme implementation. The seminars will be continued this week in Talas Oblast.

First Gender Statistics Seminar for government officials. The seminar on Gender Statistics was conducted for representatives of key ministries and government agencies 29 January at ‘Pinara’ hotel. The seminar pursued an objective of promoting use of gender disaggregated statistical data in the processes of policy planning and formulation and implementation of national programmes. During the seminar the participants will discuss the gender dimensions of poverty, education, health care, employment and unemployment, and will talk on current problems and challenges for improvement of gender statistics. The Gender Disaggregated Statistics Yearbook for 2002 “Women and Men of the Kyrgyz republic” will be presented and considered during two-days seminar. The training activity is organized within the context of cooperation between UNDP Social Governance Programme and National Statistics Committee of the Kyrgyz Republic.

UNITED NATIONS HIGH COMMISSIONER FOR REFUGEES

Almost 3000 refugees from Tajikistan have found home in Issyk – Ata rayon, and 80 of them have received Kyrgyzstan citizenship. The national passports were presented in a solemn atmosphere by the Advisor to the President Askar Aitmatov, UN Resident Coordinator Ercan Murat, UNHCR Head James Lynch, and some others. According to the President’s Decree of August 2001, there is a programme on rendering assistance to ethnic Kyrgyz people and the government has prepared an agreement with the government of Tajikistan on simplified renouncement from Tajik citizenship and simplified procedure of getting Kyrgyz citizenship. As James Lynch mentioned, he witnesses for the first time that refugees get national passports. In other places they are kept in reservations.

Over 80 refugees became full-fledged Kyrgyz citizens. According to statistical data from Sairon NGO, there are 2500 refugees living on the territory of Issyk –Ata rayon of Chuy oblast, and 800 refugees have already become Kyrgyz citizens. This event came about thanks to the efforts of the United Nations Coordinator, UNHCR and the Government of Kyrgyzstan. According to Askar Aitmatov, this procedure is a national event. Thanks to coordination of the government’s and international organizations’ efforts, one more important step was done in creation of favorable conditions for refugees from Tajikistan. This process was encouraged also by the President’s Decree on Ethnic Kyrgyz people coming back to their historical homeland. An agreement between the governments of Kyrgyzstan and Tajikistan on simplifications of procedures for refugees is being prepared. The signing of this document will create favorable conditions for getting Kyrgyz citizenship and will help to avoid unnecessary bureaucratic formalities. In the nearest future the immigration fund is to be established at the Ministry of Foreign Affairs, and the funds for solving the problems of people with Kyrgyz citizenship will be accumulating. The President Akayev has already contributed $ 2 mln soms to this fund, and in the nearest future the money would reach addressees.

NON-GOVERNMENTAL ORGANIZATIONS

On January 16 the Round Table with participation of representatives of the initiative groups, members of the stakeholders’ council, representatives of NGOs and mass media was held in the Civil Society Support Center (CSSC) based in Naryn city. The goal and objectives of the event were to inform members of the stakeholders' council, NGOs, mass media on the progress of the Counterpart Consortium’s program “Community Outreach” in Naryn oblast and to share experience between members of the initiative groups.

Also representatives of the initiative groups informed the participants of the Round table about communities’ activities and achievements in rural areas and shared accumulated experience with the other communities. The coordinator of the Counterpart Consortium’s program introduced a method of the project analysis, the so-called matrix of planning or logic framework to the representatives of initiative groups.

The representatives of the initiative groups during the Round table took a decision to turn for consultations not only to the Civil Society Support Center based in Naryn but also to representatives of the experienced NGOs. It was also decided to involve local community members to the project activities.

On January 21 - 22, a seminar on Human Resources Management was conducted in the Civil Society Support Center (CSSC) based in Naryn oblast. 22 representatives of the oblast non-commercial sector participated in the seminar. The experienced Counterpart Consortium trainers from Bishkek and local trainers facilitated the seminar. The training was developed and conducted within the framework of the Counterpart Consortium’s program “NGO Support Initiative” for the Central Asia. The goal of this training was to teach the participants - representatives of the various NGOs - skills and tools of personnel management. Plenty of the following questions regarding the human resources management were discussed during the training:

  • Defining life cycles of an organization
  • Information and interaction process
  • Setting up goals, planning of working hours and making decisions
  • Feedback and motivation
The organizers of the seminar hope that the participants will apply the acquired knowledge in practice in their own organizations.

On January 18, the Civil Society Support Center based in Karakol conducted Participatory Rural Appraisal in the village Tepke of the Aksu region. 90 villagers took part in the appraisal. The following problems of the community were revealed:

  • Lack of drinking water
  • Club Repair
  • Opening a station of technical service

On January 19 the CSSC in Karakol took part in the event connected with sending climbers to the tops of Terskey Ala-too in the tract Uchat. Mountaineering will be done to the peak of height 5,142 meters that will be called after U. Abdrahmanov.

There were representatives of the regional, city administration and regional council of veterans in the given event. The mountaineering sponsors were the “Turkistan" and "Tyan-Shan Travel" agencies.

There was a scheduled meeting with participation of all leaders of the organizations and enterprises of the city and also local NGOs’ representatives in the office of Kara-Balta city administration on January 22, 2002. The basic goal of the meeting was to introduce the participants with the speech of the Kyrgyz Republic President Askar Akaev on the forum on January 15, 2002, devoted to the Poverty Alleviation issue and basic tasks on overcoming poverty and also to the establishment of collaboration with NGOs. As a result of the meeting the important issues of the year (heating, energy and water supply, pensions, payments, etc), solution of the problems, creations of condominiums were discussed. Also it was decided to establish a trust fund for rendering assisting to needy as there are many requests for assistance; and provided assistance is not visible and complicated to track.

It was decided to hold a Round table with NGOs with a goal to establish links, to develop a strategy of the joint activity for solving social problems in January. It was also suggested for Civil Society Support Center representative to take part in weekly meetings.
