Steering Committee of the EU-UN Project on Promoting Good Governance Held Its Meeting in the UN House in Bishkek |
Bishkek, October 12 2012 – Today members of the Steering Committee of the EU-UN “Operationalising Good Governance for Social Justice” Project gathered for their second meeting in the UN House in Bishkek. The main objective of the meeting was to review the activities implemented and results achieved over the first year of the project, make strategic decisions on the project implementation, as well as discuss plans for the upcoming period. The Committee is comprised of representatives of the Kyrgyz Republic Ministry of Social Development, Ministry of Youth, Labour and Employment of KR, President’s Office, State Agency on Construction and Regional Development, civil society institutions, four participating UN agencies and Delegation of the European Union. Special attention was given to a discussion about the Social Justice Demonstration Fund, which aims at supporting the service delivery improvement interventions in order to pilot and demonstrate best practices of good governance and improved quality of the public services. Also, during the meeting the representatives of all four UN agencies – UNDP, UNICEF, UNESCO and UN Women – updated other participants on the activities realized by them within the frames of this project. As the UN Resident Coordinator, UNDP Resident Representative in the Kyrgyz Republic Mr. Avanessov stated during the meeting: “Social Justice Demonstration Fund will foster service delivery improvement interventions at the local level. It is important that the improvements we seek are sustainable. We need to address all the issues involved and strengthen community mobilization that will advance and protect the changes. The paradigm of development is based both on economic and social change as well as the respect of human rights.” Mr. Massie, Head of Operations Section of the European Delegation to the Kyrgyz Republic stated: “We firmly believe that this project remains very relevant to the Kyrgyz context. The contribution it can give to democratic process in Kyrgyzstan makes this project extremely useful and important, especially in the light of the events of 2010. European Union is inspired by the fact that the project has now slowly moved from administrative phase to providing funding for local initiatives. We will look forward to a selection process that will finally combine a well-balanced selection of pilot municipalities to implement these initiatives.” While speaking about the regional development in the Kyrgyz Republic, the Deputy Director of the State Agency for Construction and Regional Development of Kyrgyz Republic Mrs. Narusbaeva noted: “At present our country is in such a situation, when all the initiatives within the frames of this project are important as ever. Practically every citizen of Kyrgyzstan lives in the territory of a certain municipality. Thus the life of every citizen depends on how this institution works. We hope that as a result of this project the pilot municipalities will become a model for further multiplication of the mechanisms and practices of good governance throughout the country.” The main function of the Committee is to ensure coordination and efficient implementation of the project through regular meetings and monitoring of activities, as well as determine policies and render support at policy level.
