The United Nations in Kyrgyzstan and the Government of the Kyrgyz Republic have begun to realize the ten peacekeeping projects. These projects were founded by order of the UN Secretary General Ban Ki-moon in response to the request of the Kyrgyz authorities and aimed to promote peace and security institutional framework to prevent future conflicts. In March 2013 President Atambaev has created Joint Steering Committee of 28 people, representing Parliament, President and Government, government departments, civil society organizations and UN agencies in order to develop work plans and projects.

Projects are developing in three main areas. The first is an acceptance of critical laws and strategies to implement the rule of law, to improve access to justice and to protect human rights. Also, the authors of the program strive to strengthen the role of local governments, which, in collaboration with relevant government authorities and civil society, have the potential to overcome the risks of conflict on the local level. The third goal is to develop in Kyrgyzstan a common civic identity, multilingual education, respect for diversity and minority rights. UN Peacebuilding Fund listed in Kyrgyzstan 15.1 million U.S. dollars for the implementation of the Plan. For objective selection of projects, UN-Kyrgyzstan carried out more than 120 opinion polls across the country, group discussions in Osh and Bishkek prepared reports on the analysis of contentious factors. Also, UN-Kyrgyzstan took into account strategic development plans and recommendations of the Kyrgyz Government and the UN. In particular, UN-Kyrgyzstan has started to provide expert support to the Government for the key reforms to the rule of law and protection of human rights. Furthermore, UN agencies have begun the project, aimed to improve police interactions with the public. The introduction of multilingual education is preparing to launch in September of this year in 12 pilot schools and 5 kindergartens. Also, the program begins to involve young people in public life. Also, there is a project, aimed to provide free access to legal institutions for socially disadvantaged groups, as well as provide assistance to Kyrgyzstan's legal institutions to implement international human rights standards. UN agencies have also started to provide expert support for the implementation of plans to prevent conflicts in 11 municipalities.
