Terms of Reference

Under the overall supervision of the FAO Representative and the technical supervision of the Environment, Climate Change and Bioenergy Division and the Lead Technical Officer and in close cooperation with the Ministry of Agriculture and Melioration, national counterparts and the other consultants the Pasture Management Expert will undertake the following duties:

  • Take over the responsibility for delivering the planned results of outcome 1 “Increased capacity of PUUs leads to the improved management and responsible tenure governance of pastures and demonstrates the way of strengthening of pasture management institutions on various levels”
  • Collection of results, lessons learnt and gaps of completed projects especially at the two pilot areas Susamyr and Naryn valley and at other areas in Kyrgyzstan, where pasture committees ware created and trained.
  • Analysis of project impacts with special attention to gender differences on several levels in order to estimate their sustainability. Consultations of pasture users and Pasture Committees, former project experts, involved NGOs, Pasture Department and donor organizations.
  • Based on the findings, in close cooperation with stakeholders of various levels, elaboration of proposals how to use lessons learnt and impact assessment in order to close gaps and to improve the management and tenure governance of Pasture Committees.
  • Together with the project team development of a programme for capacity building for the improvement of pasture management and tenure governance, including pasture mapping and monitoring.
  • Presentation and Discussion of the programme with national partners and international organizations. Adjustments and improvements.
  • Supervise the first testing of the capacity building programme and the design of training material
Background
Qualifications:
• A university degree in Agriculture, environmental science or related fields;
• At least 5 years of experience in rangeland management and projects on capacity building for the sustainable use of natural  resources;
• Working experience with national institutions, NGOs and international donor organisations;
• Excellent knowledge of livestock sector in Kyrgyzstan, including pasture legislation and tenure governance arrangements, political, institutional and socio-economic contexts;
• Strong communication skills and understanding for rural livelihoods and environmental problems;
• Strong drafting, presentation and reporting skills;
• Strong computer skills, especially of all applications of the MS Office package;
• Excellent writing and communication skills in English, Russian and Kyrgyz.
