Terms of Reference

Duties and Responsibilities

-       Supervise and coordinate all activities for promoting and demonstrating climate-friendly agriculture, sustainable pasture management and rehabilitation of rangeland resources.

-       Supervise and coordinate all activities for improved agricultural management and rehabilitation practices and techniques by demonstrating and adopting best practices that increase vegetative cover and soil fertility, reduce soil degradation, and avoid greenhouse gas emissions.

-       Provide technical guidance and co-ordination for sustainable pasture management criteria & indicators, LULUCF and REDD+ activities, integration into forest and land management plans and carbon monitoring.

-       Provide technical advice on sustainable pasture management to PUUs and PCs in pilot areas using best practices and lessons learnt, generated by former projects.

-       Provide technical advice for project activities for increasing the understanding and awareness on roles of SFM/SLM, climate-friendly agriculture and sustainable pasture management.

-       Develop manuals and other information material with detailed description of measures to address land degradation and improve pastures using the WOCAT methodology and others.

-       Together with the Agro-Forestry and Organic Agriculture expert coordinate all activities for improved land management and rehabilitation practices for up-scaling through Farmer Field Schools (FFS), PES schemes and Public-Private Partnerships (PPPs).

-       Together with the NPM maintain regular contact with the Ministry of Agriculture, Pasture Department and other partner on project implementation issues of their respective competence.

-       Guide the work of consultants and subcontractors and oversee compliance with the agreed work plan in the field of agriculture and pasture management.

-       Supervise and coordinate all activities in order to ensure its results are in accordance with the Project Document and the rules and procedures established by FAO.

-       Ensure adherence to the project’s work plan, prepare revisions of the work plan, if required

-       Undertake any other actions related to the project as requested by FAO or the National Project Manager

Background

Background

The Agriculture and Pasture Management Expert will be responsible for the implementation of promoting and demonstrating climate-friendly agriculture, including pastures as part of SLM/WM in drylands. This includes the day-to-day management of project activities in cooperation with the field offices and other staff and consultants of the project, the Pasture Department in the Ministry of Agriculture of the Kyrgyz Republic, the local Pasture User Unions and other partners.

Provide professional input to integrated forest and pasture management, in order to solve user conflicts and to achieve SLM.

The Agriculture and Pasture Management Expert will report to the NPM for all of the project’s substantive and administrative issues.
