Duties and responsibilities and output expectation

Responsible for developing and maintaining data relevant to monitoring and evaluation activities of Country Office development projects: DEV 200662 (Support to national productive safety nets and longer-term community resilience) and DEV 200176 (Optimizing National School Feeding Programme). The overall goal is to ensure that relevant knowledge is made available for WFP programming decisions.

In order to fulfill these responsibilities, under the direct supervision of M&E officer, the M&E Assistant provides technical support to M&E Unit in implementing activities in two areas:

(a) Establish and maintain an efficient M&E information management system; and

(b) Provide the analysis of outcome data and recommend improvements to programme:

Establish and maintain an efficient M&E information management system:

  • · Manage the Country Office Beneficiary Feedback Mechanism (automated hotline), specifically in reviewing, filtering and processing incoming voice messages containing beneficiary and stakeholder feedback on project implementation, tracking follow-up actions to address received feedback and supporting the related processes as required;
  • · Assist in Country Office’s full use of mobile data collection through Georeferenced Real-time Acquisition Statistics Platform (GRASP) and support programme units when needed in electronic form development, data collection, form extraction and data processing, supporting training and on-the-job training to implementing partners involved in mobile data collection.

Support in providing analysis of monitoring data to be used for programming:

  • Support Food Security Outcome Measurement (FSOM) and Post-Distribution Monitoring (PDM) design (regular revision of tools, methodology, sampling design, development of analysis plans according to WFP corporate guidance, training to third parties on data collection and analysis);
  • Ensure obtaining timely and quality outputs for FSOM and PDM from the third parties (check database, syntaxes and output tables), including conducting random quality check of received data through direct contact of respondents;
  • Perform simple statistical tests/output tables in SPSS and Excel for the key M&E indicators and compare data with previous monitoring rounds;
  • If necessary, support third party with conducting FGDs in project targeted communities as part of outcome measurement exercise;
  • Support in performing simple data processing to inform programme unit on statistics on inclusion errors and household targeting adherence through household verification monitoring;
  • Support maintenance of the database and statistics of high risk issues derived from PDM and other regular monitoring tools and feedback mechanisms and draft information reports on the status to inform programme and management;
  • Archive data and maintain key monitoring datasets synchronised and compatible with other datasets used by the Country Office, Regional Bureau and Headquarters (COMET, Excel datasheets, SPSS databases, GRASP datasets, etc);
  • Provide administrative and logistics support during outsourcing of M&E activities, procuring goods/services for M&E related events and document translation;
  • Support any other activities relevant to M&E data management of both development projects.

 Qualifications:

Required:

¨       University Degree in any of the following disciplines: Statistics, Sociology, Economics, Agriculture, Development Studies, Social Sciences, Anthropology, or Nutrition

¨       Fluent English (spoken and written) and fluent national languages (Kyrgyz and Russian)

¨       Proven experience in supporting the design and implementation of project monitoring, including understanding of the M&E chain in programming, ability to design monitoring tools (questionnaires, instructions, sampling, analysis plan, etc), data cleaning and processing (using basic statistics), and overall familiarity with qualitative data collection methods

¨       Excellent knowledge of data processing software (Excel)

¨       Basic/intermediate knowledge of statistical software (SPSS)

¨       Proven ability to communicate effectively in writing

¨       Ability to plan and organize work under tight deadlines

¨       Ability to work independently and efficiently

 Preferred:

  • Knowledge of MS Access
    • Familiarity with any software used for mobile data collection (through mobile phones, tablets)
