UN Theme Group

Although Kyrgyzstan in not a “ONE UN Pilot” country, United Nations Coordination Team (UNCT) has achieved substantial progress in the area of Joint UN collaboration both operationally and substantially.

UNCT has recently established three UN Working Groups and four UN Theme Groups in order to address gaps in national policies.

In the broadest terms, the main objective of the UN Working Groups and UN Theme Groups is to manage, implement and maximize impact of the UN operations in the country. The Groups are directly subordinated to the UN Agency Heads and work according to the work plans and (usually) small budget, and report back to the UNCT. The meetings of the Theme Groups are convened as required, but not less then once in a quarter.

    The United Nations Development Framework (UNDAF) in Kyrgyzstan, which covers a five-year period (2005-2010) was officially endorsed by the Prime Minister during the UNDG Chair & UNDP Administrator Mark Malloch Brown visit to Kyrgyzstan in May 2004. The UNDAF resulted from a consultative process between the United Nations, the Government and its partners. It is intended to operationalize global targets such as the Millennium Development Goals (MDGs) and is guided by national priorities, outlines at the time UNDAF preparation in the National Poverty Reduction Strategy (NPRS). The UNDAF translated key substantive elements into a common operational framework for development activities upon which the individual United Nations Agencies, Funds and Programmes formulate their actions. 

    The UNDAF, although prepared several years back, focuses on three still relevant and inter-related areas for United Nations cooperation where UN could best utilize its accumulated experience, technical expertise and financial resources towards achievement of the MDGs: 

    1. Poverty alleviation and social services;
    2. Democratic Governance;
    3. HIV/AIDS 

    In light of the recent Government launch of the Country Development Strategy (CDS) and the parallel creation of the donors’ Joint Country Support Strategy (JCSS) documents, a review of the UNDAF will have to be undertaken. Nevertheless, the consensus on the UNCT is that the involvement of the UN System in the creation of the JCSS and UN subsequent use of the JCSS to guide our programming should minimize the need for an extensive UNDAF revision.
