Terms of Reference

Under the overall supervision of the FAO Representative and the technical supervision of the Environment, Climate Change and Bioenergy Division and the Lead Technical Officer and in close cooperation with the Ministry of Agriculture and Melioration, national counterparts and the other consultants the Environmental Education Expert will undertake the following duties:

  • Take over the responsibility for delivering the planned results of outcome 2: “The raised awareness of decision makers and population for ecology, climate change and environmental problems supports the ecosystem-based management of pastures and other natural resources and responsible governance of tenure”.
  • Evaluation of knowledge of stakeholders on several levels for ecological interconnections, sustainable resource management and climate change in the context of recent pasture tenure governance reforms.
  • Assessment on awareness level of gender equity and the role of women and men in sustainable resource management in rural areas.
  • Analysis of existing teaching material at schools, colleges and universities. Establishing cooperation with NGOs that work on awareness raising and environmental education.
  • In cooperation with stakeholders design of a programme on awareness raising and environmental education with special emphasis on gender issues both for urban and rural population, including schools, colleges and universities.
  • In cooperation with NGOs design, testing and production of awareness raising and environmental education material.
  • Ensure the permanent presence of environmental issues and sustainable resource management in the context of recent pasture tenure governance reforms in mass media.
  • Support that universities, colleges and schools have regular modules about environmental issues in the context of tenure governance included into their curricula.
Background

Qualifications:

  • Educational background in environmental science, journalism or related fields;
  • At least 5 years of experience in public awareness raising for ecological and environmental problems in rural context and environmental education;
  • Experience in assessments on gender equity and the role of women and men in sustainable resource management in rural areas.
  • Working experience with national institutions, NGOs and international donor organisations;
  • Familiarity with livestock sector in Kyrgyzstan, including pasture legislation and tenure governance arrangements, political, institutional and socio-economic contexts;
  • Strong communication skills and understanding for rural livelihoods and their problems;
  • Strong drafting, presentation and reporting skills;
  • Strong computer skills, especially of all applications of the MS Office package;
  • Excellent writing and communication skills in English, Russian and Kyrgyz.
