Agency's Background information: The Office of the United Nations High Commissioner for Human Rights works worldwide to protect human rights of all people assisting rights-holders to realize their rights and duty-bearers to ensure that they are implemented.

OHCHR has specifically identified Central Asia as an area for increased attention. It has had a presence in Kyrgyzstan since 2006 and in June 2008 officially opened a Regional Office for Central Asia in Bishkek following the signature of an Agreement with the Government of the Kyrgyz Republic. In accordance with its mandate the Regional Office engages with various partners on national, regional and international level to formulate and implement strategies, programme and measures for the promotion and protection of all human rights in the countries of Central Asia.

Structurally, OHCHR is considered as a department of the United Nations Secretariat. Headquarters are in Geneva, Switzerland with country and regional offices in different parts of the world.

Mission statement

OHCHR works with governments, national human rights institutions, civil society, regional and international organizations, and the UN agencies to develop and strengthen capacity, particularly at the national level, for the protection of human rights in accordance with international norms enshrined in core human rights treaties, covenants and declarations.

Agency's major interventions (practice areas):  The Office's priorities are set out in two key strategic documents: the OHCHR Plan of Action and its Strategic Management Plan 2008-2009. These priorities include greater country engagement, working closely with our partners at the country and local levels, in order to ensure that international human rights standards are implemented on the ground; a stronger leadership role for the High Commissioner; and closer partnerships with civil society and United Nations agencies.

The Regional Office has elaborated a strategic plan for the region and under this has identified a number of priority areas of work. These include:

    * Advancing the UN human rights system in Central Asia, in particular national human rights institutions
    * Promotion of economic, social and cultural rights
    * Prevention of torture and promotion of ratification of the Optional Protocol to the UN Convention against torture
    * Awareness-raising about the Universal Periodic Review Mechanism of the Human Rights Council
    * Prevention of violence against women
    * Support to the Special Procedures of the Human Rights Council
    * Cooperation and support to United Nations Country Teams
