Member States of the United Nations created OHCHR by a General Assembly Resolution in 1993. The High Commissioner for Human Rights is the principal human rights official of the United Nations. The High Commissioner spearheads the United Nations' human rights efforts. UNCHR offers leadership, works objectively, educates and takes action to empower individuals and assist States in upholding human rights.

“The Universal Declaration of Human Rights laid out the rights necessary for a life of dignity, free from fear and want - from health care, education, and housing, to political participation and the fair administration of justice. It said that these rights belong to all people, everywhere, and without discrimination.”

Navi Pillay, the United Nations High Commissioner for Human Rights
