 In 2009 the UN System in the Kyrgyz Republic has implemented the following stretegic initiatives:

  •  Implementation of Flash Appeal
  • Universal Periodic Review (UPR) Process

Implementation of Flash Appeal
The UN system, at request of the Government and with close cooperation with international and local partners, launched the first ever Flash Appeal for Kyrgyzstan on 30 November 2008. Its implementation concluded on 30 May 2009. The Flash Appeal responded proactively to humanitarian needs of the population, focusing on the most vulnerable segments of society. In particular, the humanitarian appeal, as revised and implemented, delivered primarily food aid to address the precarious food security situation faced by the most vulnerable citizens of the country and agricultural inputs (seeds, veterinary medicine, and fertilizers) to support poor farmers to maintain their livelihoods. The Appeal requested approximately $14 million to meet the humanitarian needs that clearly were not anticipated under the Country Development Strategy. The United Nations System had received approximately US$ 9 million or 62% of the requested funds, not counting some internal resources provided by several UN agencies to enable maximum allocation of the Appeal funding to the actual humanitarian needs.

Universal Periodic Review (UPR) Process
In 2009, the UNCT prepared a joint submission for the UN Information Compilation Report prepared by Office of the High Commissioner for Human Rights in Geneva for the Universal Periodic Review of Kyrgyzstan.  This Compilation Report is one of the three documents that is used as the basis for the UPR.  The UPR Working Group, established in accordance with Human Rights Council resolution 5/1 of 18 June 2007, will review Kyrgyzstan on 3 May 2010 during its eighth session.  UNDP and OHCHR assisted the Government of Kyrgyzstan in preparing their national report for the UPR.  A final report of the UPR Working Group on Kyrgyzstan will be adopted during the plenary session of the Human Rights Council to be held later in 2010.  This final report will contain a list of recommendations addressed to Kyrgyzstan by the UN member states.  UN Agencies will be expected to work closely with the Government in order to provide necessary assistance on implementation of the UPR results and accepted recommendations.
