UN experts alarmed by ethnic violence in Kyrgyzstan call for restraint and dialogue

GENEVA (15 June 2010) – A group of UN human rights experts* today expressed their alarm and deep concern about ethnic tensions that have erupted into violence in the south of Kyrgyzstan, including the cities of Osh and Jalalabad. The violence has reportedly claimed the lives of over one hundred and left many hundreds more injured. A state of emergency has been declared in the region following the outbreak of violence between ethnic Kyrgyz and ethnic Uzbeks. The situation has dramatically deteriorated since 11 June with reports of continuing killings and the burning of residences, shops and other properties.

“Putting a stop to the current violence and preventing its further escalation or spreading to other areas must be the first priority of the provisional government. The security of those from all ethnic groups, including all minorities in Kyrgyzstan, must be protected,” stated the UN experts. “The true causes of the tensions should be fully analyzed and addressed to help ensure that this appalling situation cannot happen again.”

WFP Mobilizes to Meet Emergency Needs in Kyrgyzstan Clashes

BISHKEK (15 June 2010) – The United Nations World Food Programme (WFP) has launched an emergency operation to provide logistics and feed civilians caught in the humanitarian crisis in Kyrgyzstan, while calling on all sides to allow the unimpeded delivery of humanitarian supplies, particularly in the country’s second city, Osh.

“This crisis is unfolding rapidly and WFP is mobilizing its global expertise to ensure that the vulnerable --  particularly women and children -- do not suffer,” said WFP’s Executive Director Josette Sheeran. “We implore all sides to ensure humanitarian access to the vulnerable, trapped by the crisis,” she said.

WFP has begun working with local authorities to distribute food in Osh, where shops are reported to be running out of supplies and people have arrived at a WFP warehouse asking for food.

Ilyushin flight to start UNHCR aid airlift to Uzbekistan on Wednesday
GENEVA (June 15 2010) – An Ilyushin-76 cargo plane, carrying 40 tonnes of UNHCR relief supplies for refugees fleeing violence in southern Kyrgyzstan, is scheduled to take off from Dubai on Wednesday for Andijan in Uzbekistan.

A further five Ilyushin flights are planned as UNHCR's aid operation gets under way. The Uzbek authorities on Monday accepted a UN refugee agency offer to help them deal with urgent needs of the tens of thousands of displaced civilians from across the border. "UNHCR appreciates Uzbekistan's decision to receive and assist these desperate people," spokesman Andrej Mahecic told journalists in Geneva on Tuesday.

UNHCR to deploy team to help thousands of refugees in Uzbekistan
GENEVA, (14 June 2010) – UNHCR is preparing to deploy emergency team and aid to Uzbekistan where thousands of refugees have crossed fleeing violent clashes in Osh and other cities in south Kyrgyzstan.

The Uzbek government says more than 75,000 refugees have arrived from Kyrgyzstan since last Friday.

The UN refugee agency offered its assistance to Uzbek authorities, who are already dealing with needs of the displaced. The government in Tashkent welcomed humanitarian aid from UNHCR on Monday.

UNICEF trucks supplies to ethnic Uzbeks fleeing violence in Kyrgyzstan

NEW YORK, USA, 14 June 2010 – UNICEF Representative in Uzbekistan Jean-Michel Delmotte has described a chaotic situation as thousands of ethnic Uzbeks, mostly women and children, flee ethnic violence in neighbouring Kyrgyzstan.

Despite appeals from UNICEF and other humanitarian organizations, the Uzbek Government today closed its borders, saying it couldn’t cope with the influx. UNICEF has sent several trucks with basic emergency aid for the refugees, including food, water, medical and sanitation supplies. More supplies are on their way.

“I’m very concerned that the authorities have closed the borders,” Mr. Delmotte said in a telephone interview with UNICEF Radio. He had just returned from the border, about 4 km from the southern Kyrgyzstan city of Osh, where much of the violence is centred.

UN human rights chief urges swift action to quell violence in Kyrgyzstan

GENEVA (14 June 2010) – The UN High Commissioner for Human Rights, Navi Pillay, expressed alarm Monday at the escalating violence in southern Kyrgyzstan, and urged the local and national authorities “to take swift and decisive action to protect citizens, irrespective of their ethnic origin, and curb the violence.”

Pillay said she was shocked by the scale of the inter-ethnic violence which is reported to have led to more than a hundred people being killed, and well over a thousand injured, since fighting erupted in the city of Osh on 10 June, spreading to the neighbouring town of Jalalabad over the weekend.

Заявление системы учреждений Организации Объединенных Наций в связи с гуманитарной ситуацией на юге Кыргызстана

Бишкек (13 июня 2010г.) -- Система учреждений Организации Объединенных Наций в Кыргызской Республике выражает глубокую озабоченность и обеспокоенность фактами насилия, имеющими место на юге Кыргызстана с 10 июня. Мы выражаем наши искренние соболезнования жертвам и семьям, пострадавшим в результате этих событий. Организация Объединенных Наций призывает все стороны остановить все виды насилия и обеспечить защиту всем гражданам страны.

Мы глубоко обеспокоены сообщениями о продолжающихся беспорядках и нападениях, приводящих к гибели, ранениям, вынужденному перемещению людей, уничтожению их  имущества, а также иных видов преступлений в отношении женщин и детей. Информация о разъединении семей в силу  событий последних двух дней вызывает глубочайшее сожаление.
   
Временное правительство Кыргызстана обратилось в Организацию Объединенных Наций с просьбой о предоставлении гуманитарной помощи. В результате немедленно организованных консультаций с донорским сообществом и другими международными организациями начата работа по оказанию гуманитарного содействия с участием семи гуманитарных подразделений. Часть помощи в сферах здравоохранения и поставки продовольствия уже предоставлена.

Тем не менее, для всестороннего  анализа гуманитарных потребностей и предоставления срочной гуманитарной помощи необходима скорейшая стабилизация ситуации в Оше, Джалалабаде и других пострадавших районах. Для эффективного осуществления гуманитарной деятельности исключительно важную роль играют обеспечение безопасности сотрудников гуманитарной и медицинской служб, предоставление доступа ко всем критически важным объектам, а также обмен данными и информацией 

Мы приветствуем открытие узбекскими властями границ 12 июня для приема вынужденных переселенцев, подвергающихся насилию в Кыргызстане и выражаем надежду на то, что такое содействие будет предоставляться и в дальнейшем в случае необходимости.
 
Продовольствие, медицинская помощь, убежища и защита являются ключевыми вопросами на данном этапе. Существуют данные о том, что заканчиваются запасы продовольствия в г. Ош. Поступают медицинские препараты, но не в достаточном количестве. В дополнение ко всему необходимо принять все меры по проведению в стране двух этапов вакцинации против полиомиелита, запланированных на июль и август. Существует серьезная озабоченность относительно необходимых убежищ для лиц, перемещенных внутри страны, а также тех, которые лишились крова в результате насилия. Между тем, поступает информация о недостаточных запасах воды для беженцев, размещенных  вблизи границы с Узбекистаном.

Система учреждений ООН продолжит информирование всех партнеров и доноров о развитии событий. В настоящее время, система учреждений ООН готовит обращение к международному сообществу о предоставлении гуманитарной помощи.

World Day against Child Labour 2010: ILO says “Go for the Goal” of eliminating the worst forms of child labour by 2016

ЖЕНЕВА (Новости МОТ) – 12 июня, когда в ЮАР стартовал чемпионат мира по футболу, Международная организация труда (МОТ) отмечает Всемирный день борьбы с детским трудом. В этот день  МОТ призывает  “добиться цели – покончить с детским трудом” и обращает особое внимание на поставленную задачу: к 2016 году искоренить наихудшие формы  детского труда. 

“Пока миллиарды людей увлеченно следят за событиями на чемпионате мира по футболу, 215 миллионов детей вынуждены работать, чтобы выжить. Учеба и игра для них – непозволительная роскошь. Темпы искоренения детского труда в мире замедлились, и может случиться так, что не удастся покончить с его наихудшими формами к 2016 году. Нам необходимо восстановить прежние темпы. Давайте же с тем же энтузиазмом, который мы наблюдаем на чемпионате мира, возьмемся за искоренение детского труда, избрав для этого правильную стратегию и показав нашу приверженность достижению этой цели”, - заявил Генеральный директор МОТ Хуан Сомавия.
